15 Democrats indicted in Frio County, Texas: vote harvesting scandal including a judge, former Rep. candidate, 2 former mayors,


Well, folks, the voter fraud circus in Frio County, Texas, just got a whole lot bigger, and messier. Nine more officials have been nabbed in a sprawling vote harvesting scandal, bringing the grand total of indicted players to a whopping 15. This isn’t just a few bad apples; it’s the whole orchard gone rotten, worms and all.

The latest to get slapped with indictments include Manuel Medina, the Texas State Tejano Democrats Chair, who was caught on tape scheming to funnel votes to former Texas House candidate Cecilia Castellano. Former Dilley Mayor Mary Ann Obregon got hit with two counts of vote harvesting, while former Pearsall Mayor Petra Davina Trevino snagged one. 

Apparently, being a former mayor doesn’t come with an immunity card, and that's a good thing.

This all began back in May when Texas Attorney General Ken Paxton dropped the hammer on six individuals, including public officials, for running what sounds like a vote harvesting operation straight out of a political crime drama. Among them was Frio County Judge Rochelle Lozano Camacho, who campaigned on, get this, “UNITY, MOVEMENT and PROGRESSION FOR FRIO COUNTY.”

 Unity, sure, if you mean uniting ballots under her sister’s shirt. Yes, Camacho’s sister, a county trustee, also got swept up in this mess. Camacho herself dodged immediate arrest due to medical issues but later turned herself in. Noble move, or perhaps she knew her time was limited before she'd get busted.

The entire scheme came to light after Camacho’s opponent in the 2022 Democratic primary runoff, Mary Moore, blew the whistle. Moore accused Camacho of hiring a Democratic operative to collect mail ballots, fill out applications, and even chauffeur voters to the polls for a cool $1,500 to $2,500. Targeting elderly voters in a Pearsall subdivision? Check. Hiding ballots under clothing and using multiple cars to dodge investigators? Double check. This isn’t amateur hour; it’s a full-blown operation.

Paxton’s office isn’t playing around. “The people of Texas deserve fair and honest elections, not backroom deals and political insiders rigging the system,” he said. “Elected officials who think they can cheat to stay in power will be held accountable. No one is above the law.” 

Paxton's team, alongside Frio County DA Audrey Louis, has been digging into this since 2022, executing search warrants across Frio, Atascosa, and Bexar Counties last August. On May 1, 2025, a grand jury dropped a slew of indictments, including:
Frio County Judge Rochelle Camacho: 3 counts of vote harvesting

Former Frio County Elections Administrator Carlos Segura: 1 count of tampering with evidence

Pearsall City Council members Ramiro Trevino and Racheal Garza: 1 count each of vote harvesting

Pearsall ISD Trustee Adriann Ramirez: 3 counts of vote harvesting

Alleged vote harvester Rosa Rodriguez: 2 counts of vote harvesting 

Fast forward to this week, and the net widened. 

KSAT reports nine more indictments, including heavy hitters like former Bexar County Democratic Party Chair Juan Manuel Medina (two counts), former Pearsall Mayor Petra Davina Trevino (one count), and former Dilley Mayor Mary Ann Obregon (two counts). Add in former Texas House candidate Cecilia Castellano, a couple of city council members, and a school board secretary, and you’ve got a regular who’s-who of South Texas Democratic political shenanigans.

This isn’t just a scandal; it’s a wake-up call. When elected officials and party bigwigs are allegedly rigging elections, it’s not just a betrayal of trust, it’s flipping the bird to democracy. Paxton’s team is still swinging, and you can bet more heads might roll before this is over. Stay tuned, because this Texas-sized mess is far from done.
