Experts from U.S. intelligence agencies have warned that Hamas remains a danger to Israel, suggesting that the group probably used the ceasefire with Israel in the Gaza Strip to restock its weapons and strengthen its military power.
Anyone with a functioning cortex was aware this would probably happen.
On Tuesday, the Office of the Director of National Intelligence released its yearly threat report, compiled from evaluations across the United States Intelligence Community, which includes over 1,000 different government agencies and organizations.
In its 2025 report, the U.S. Intelligence Community stated that, despite the heavy losses Hamas has faced since October 7, 2023, and the weakening of its military abilities during its conflict with Israel, the Iran-sponsored jihadist terror group still holds significant resources and continues to pose a threat to Israel.
“Even in degraded form, Hamas continues to pose a threat to Israeli security,” the report stated.
The report’s authors also noted that Hamas likely took advantage of the January 19th ceasefire – which officially ended on March 2 but remained in place until last Tuesday – to rebuild some of its military strength, including rearming.
“The group retains thousands of fighters and much of its underground infrastructure, and probably has used the ceasefire to reinforce and resupply its military and munitions stock so that it can fight again.”
Although Hamas’s capacity to launch a major attack has been greatly reduced, the report indicated that the group can sustain “low-level” operations against Israel within Gaza for an extended period, allowing it to maintain its status as the primary Palestinian authority in the coastal region.
“Hamas is capable of resuming a low-level guerrilla resistance and of remaining the dominant political action in Gaza for the foreseeable future. Low expectations on all sides that a ceasefire will endure and the absence of a credible post-fighting political and reconstruction plan, portend years of instability.”
U.S. intelligence experts observed that support for Hamas has decreased in Gaza during the ongoing war but pointed out that “its popularity remains high among West Bank Palestinians.”
