Bragg's use of the word "carceral" sounds Orwellian, but while he meant to imply it meant "prison," it actually means circular or having the movement of a circle. So . . . there's that.
So unless you hold someone at gunpoint and pull the trigger, you're only going to get a misdemeanor if you get caught. If you do a "smash and grab," you're in luck if you don't kill someone in the process. If you're a heavy drug dealer, you may get an appearance ticket of a slap on the wrist.
See, jail is only going to be reserved for the most violent of the violent and if history repeats itself, New York City is going to be even more of a shooting gallery blood bath than it currently is and people better beware. In the immortal words of radio philosopher, Jean Shepherd : "Keep your knees loose and give 'em a low silhouette against the moon . . . and if you want to be a duck, don't be a sitting duck . . . keep moving."
