Republican Senator James Risch (ID) said on Tuesday during Secretary of State Antony Blinken's hearing that it isn't Biden who is "calling the shots" when he speaks. The hearing was before the Senate Committee on Foreign Relations about the U.S. withdrawal from Afghanistan which turned out to be a predictable clusterfrack, or something along those lines.

"One of the things we need to get to the bottom to is who is responsible for this? Who made the decisions?" Risch asked. "[Biden] can’t even speak without someone in the White House censoring it or signing off on it." But even when Biden isn't cut off, it's debatable whether he can actually speak, at least when it comes to speaking coherently.
The senator cited a Monday instance whereby the White House abruptly shut down the feed of Biden's briefing on wildfires with federal and state officials. He was cut off mid-sentence as he was about to ask a question to George Geissler of the National Association of State Foresters.

Regarding the U.S. military withdrawal from Afghanistan, Reisch later said, "[T]here is not enough lipstick in the world to put on this pig to make it look any differently than what it actually is. The American people want to know who is responsible for this."
"Ultimately, the president makes the decisions," Blinken claimed. "As in every case, ultimately decisions that can only be decided by the president are decided by the president."

Risch was citing the Monday incident in which Biden was cut off mid-sentence.
"Somebody in the White House has authority to press the button and stop the president, cut off the president’s speaking ability and sound. Who is that person?" the senator asked.
"There is no such person," Blinken lied, adding that Biden "speaks very clearly and very deliberately for himself. No one else does."
Yes, Biden speaks clearly if you are fluent in Martian.
When he frequently implies that he needs to call on certain people, or that he was told to just walk away without answering reporters' questions, you have to believe he has one or more handlers who are directing him when he appears in public.
"I’m not supposed to take any questions," and admitted he was "instructed" to call on specific reporters, which alone isn't out of the realm of possibility, but he says the quiet part out loud because he doesn't seem to be able to self-censor. He once declared "they gave me a list of people I'm going to call on," implying that there is more than one person pulling his puppet strings.
Biden also told reporters he would "get in trouble" if he didn’t follow orders and even said, "I'd be happy to take questions if that's what I'm supposed to do." And last Wednesday he ended his remarks honoring labor unions by saying he was "supposed to stop and walk out of the room" but then decided to stick around anyway, refusing to follow the directions he was given by his puppeteers.
Anyone who thinks Biden is not in cognitive decline must only speak Martian.
