These long-range ballistic weapons known as Army Tactical Missile System (ATACMs) have a range of almost 200 miles and can penetrate deep within Russia, which is likely to make the Russians retaliate in kind, and perhaps escalate the war significantly.
Biden is a lame duck. He dropped out of the presidential race, Harris lost the election, and this administration will be leaving the White House on January 20th. It's crazy for him to announce such a significant, and probably escalatory shift, toward Ukraine. But on Sunday, Biden, 81, revealed the decision to give Ukrainian President Volodymyr Zelensky to blow stuff up deep inside Russia and with North Korean troops there as well.
What does Biden, et al, expect Russia to do--grin and bear it? Hardly.

“This [the missiles) will mean that NATO countries – the United States and European countries – are at war with Russia. And if this is the case, then, bearing in mind the change in the essence of the conflict, we will make appropriate decisions in response to the threats that will be posed to us,” Putin told reporters on Thursday [September 12].He explained some of the reasons why:
"Flight assignments for these missile systems can, in fact, only be entered by military personnel from NATO countries. Ukrainian servicemen cannot do this. And therefore, it is not a question of allowing the Ukrainian regime to strike Russia with these weapons or not. It is a question of making a decision whether NATO countries directly participate in the military conflict or not..."
"If this decision is made, it will mean nothing less than the direct participation of NATO countries, the United States, and European countries, in the war in Ukraine," he added.
Russia has accused Biden of recklessly taking a “very big step” towards starting World War III by allowing Ukraine to deploy the long-range missiles.

Other Russian officials also warned that the move would spark an immediate response, but Biden was resolute in his or his handler[s] decision to escalate the war.
“The West has decided on such a level of escalation that it could end with the Ukrainian statehood in complete ruins by morning,” Andrei Klishas, a senior member of the Federation Council, Russia’s upper chamber of parliament, said on the Telegram messaging app.
The Biden White House declined to comment on the move, which was first reported on by the New York Times.
